CITIZEN'S CHARTER FOR MORMUGAO PORT TRUST


1.
      SERVICES AVAILABLE AT THE PORT :
(a)   The Port provides a fully Mechanised Ore Handling Plant at Berth No.9 to handle over  10.5 million tones of  iron ore, per annum, by receiving them from barges, stock-pilling at the plots and loading in vessels of sizes  ranging from 30,000 tonnes DWT to over 2,75,000 tonnes DWT with L.O.A. of up to 335 Mts. and beam of 50 Mts. Vessels can be loaded at this berth up to a draft of 14.1 Mts. in conjunction with high water and 13.3 Mts. at all stages of tide during fair season.  While 70,000 tonnes DWT can be fully loaded at this berth, bigger vessels can be loaded up to permissible draft and thereafter uptopped by privately owned transhippers, which are licensed to operate in this Port.  

           Four transhippers, each with an average loading capacity of about 15000 TPD are operated by private exporters, for uptopping large size ore carriers providing a capacity of 7.5 million tonnes per annum. 

           In addition to Berth No.9, Three Mooring Dolphins capable of accommodating Panamax vessels of about 70,000 DWT are available in midstream to handle ore and other bulk cargo through ships own gear providing a capacity of 2.5 million tonnes per annum.  The draft available at the Mooring Dolphins is West No.1 Dolphin Draft 11.00 M between No. 1&2 Dolphins, draft 12.5 M, between No.2 & 3 Dolphins draft 12.5 M. 

           With an anticipated growth in traffic of 6% for the next 10 years, augmentation in capacity for handling, ore has been proposed as follows: 

           i)         Installation of wagon handling system           -   5.0 Million tones(MT)

           ii)        Deepening of channel and berth No.9  - 2.0 Million tones(MT) to 15.10 mts.                                                  – (out of 5MT at (1) above)

           iii)       Replacement of 4 nos. Barge Unloaders         -  2.0 Million tones(MT)

                Reclaimers, Shiploader and 2 nos.Stackers.-(out of 5MT at (1) above) 
           On completion of the proposed augmentation, the capacity of the Port for handling ore will stand at 29.5 million tonnes. P.a.


(b)      In addition, the Port has constructed deep drafted berth (berth No. 8) for handling petroleum products with necessary fire fighting and pollution control infrastructure to handle about 1.5 million tonnes of petroleum products. The berth is connected to the storage facilities of the oil companies. Vessels up to 80,000 DWT can be brought to this berth, where a maximum draft of 12.5 Mts. is provided in conjunction with high water during the fair season and 10.5 Mts. during monsoon (June to September).

(c)      The Port has also provided two modern Multipurpose General Cargo berths No. 10 & 11 with a combined length of 520 Mts. and drafts of 11 Mts. and 12.5 Mts. respectively. Fully laden vessels of 45,000 tonnes DWT and 60,000 tonnes DWT respectively can be handled at these berths. There are no beam restrictions. Vessels up to 225 Mts. LOA can be handled in fair season and upto 215 mts. during monsoon season. Covered and open storage accommodation are provided adjacent to the berths. A 30 tonne Electronic weigh bridge is provided of trucks.56 Reefer points are provided for maintaining the low temperature to service refrigerated containers.

(d)      Adequate depths are maintained at the berths and navigational channel by annual maintenance dredging. Day and Night Navigational facilities, pilotage service, tug assistance, pilot launches, water barge and mooring barge are provided round the clock. The Signal Station of the port provides round the clock communication with the vessels calling at the port.

2.       WATER & BUNKERING FACILITIES
         Water is supplied alongside the
berths directly from shore facilities and in stream from 200 tonnes self propelled water barge. Water supply  is regulated in accordance with availability of main supply. Facilities are available for supply of fuel oil, light diesel oil and high speed diesel oil to vessels visiting the port at the berth with prior arrangements with Oil Companies.

3.       ENTITLEMENT OF THE PORT USERS IN RESPECT OF SERVICES PROVIDED :

(a)The port services are made available to the users on equitable and non-discriminatory basis.
(b) Vessels can generally expect to get berths within 24 hours on arrival, except for reasons not attributable to the Port like bunching of vessels, non-availability of cargo etc.
(c)Pilotage service is available round the clock. The Port's Pilot boards the vessel immediately on arrival of the vessel at outer anchorage/entrance channel. During monsoon season, Pilotage is restricted to daylight hours only.

4.       QUALITY OF SERVICE :

(a)      The Port is committed to maintaining a user-friendly approach, provide services of certain quality and standard unparalleled elsewhere. The Port has been conferred with ISO 9001:2000 Certificate from M/s. Indian Register Quality Systems in December, 1999.

5.       PORT CHARGES :

(a)The Port is committed to maintaining transparency and competitiveness in its tariff structure. Detailed Schedule of charges are available to the port users, on demand.
(b)The Port is committed to creating adequate infrastructural facilities by direct investment of Port's surplus funds for port development plans as well as by attracting investments from the private sector.
(c)The port is committed to improving the productivity, while at the same time preserving the environment and enhancing the quality of life.
(d)The Port is also committed to providing a safe and healthy working environment in the port area and aspiring for ISO 14000 certification.
